Position Description

Purpose of the Position:

To provide leadership to Client and Project based activity for ICC and its Partners, driving ICC forward in its technology development

Objectives of the Programme:

The objectives of the Centre, as stated by its mandate, are to provide information and communication technology (ICT) services (including training) on an inter-organizational basis.

Main duties and responsibilities:

Leadership:

Provide strategic leadership and oversight to ICC in regard to project and client related matters, providing proactive advice to the Director and to the Management Committee as required in these areas.

Supervisory:

Lead the Clients & Projects Division, which is composed of Sections covering Business Development, Architecture and Projects & Programmes, and has staff based in Brindisi, Geneva, Valencia and New York. Promote discipline and team spirit within the above sections, and promote good working relationships between the sections and with other Divisions.

Processes:

Co-ordinate the activities of the Division to ensure that it is working to all agreed inter- and intra-Division processes and standards, and that agreed metrics are in place and reported regularly and accurately. Ensure early attention to major project risks and issues which could impact delivery to ICC’s Partners.

Planning:

Assist the Director in establishing ICC’s work plan and strategic directions. Promote effective collaboration and partnerships outside the organization and assist the Director in the preparation of senior management encounters and presentations.

Governance:

Serve as a member of the ICC Executive Committee and take shared responsibility for the work of that group, including the management of risk for the organization. Assist the Director in the preparation of Management Committee meetings and the related documentation and reports.

Innovation:

Nurture a culture of continuous improvement and team building within the Division and ICC as a whole. Provide leadership and innovative drive to the development of new products for ICC, and new services specifically requested by customers.

Customers:

Maintain an active contact with customers. Actively develop and promote effective collaboration with ICC’s Partner organizations. Act as the first senior management level for escalation of customer issues. Promote a customer centric approach to enhancing services and solving technical problems. Attend key status-review meetings for projects and represent ICC on project boards as appropriate.

Other:

From time to time act as Officer-In-Charge of ICC during the absence of the Director if nominated. Represent ICC externally and within the UN System as necessary. Perform other related duties as required.

Recruitment Profile

Experience and Skills required:

Essential:

  • 15 or more years of experience in the provision of professional computing services with at least 10 or more years of experience in effectively building, managing, mentoring and motivating technical teams at an international level
  • Experience in managing large, complex, multi-stakeholder IT projects using structured methodologies such as PRINCE2
  • Experience of IT project portfolio management
  • Broad knowledge in all aspects of computing and communications
  • Excellent knowledge of information infrastructure and IT strategy
  • Ability to positively influence strategic as well as operational directions taken by the Centre
  • Ability to visualise and integrate broad strategic policy decisions and to translate them into operational objectives
  • Ability to promote discipline and a spirit of collaboration within the supervised sections
  • Ability to promote a customer centric approach to enhancing services or solving technical problems
  • Ability to promote good working relationships with colleagues in other teams, sections and services
  • Strong negotiating skills
  • Excellent interpersonal skills

Desirable:

  • In-depth understanding of the UN system, its organizations and their inter-relationships

Education:

Essential:

  • Master degree in IT, Computing, Information Science, Mathematics, Electronics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
  • PRINCE2 Practitioner or similar project management qualification

Desirable:

  • MSP or equivalent programme management qualification

Languages:

  • Expert knowledge of English is required
  • Intermediate knowledge of French is desirable
  • Beginner’s knowledge of Spanish and/or Italian is desirable

Other Information

Compensation:

Annual Salary Estimation (net of tax at single rate), including post adjustment (70,3% on March 2020): US$ 169,610.
