Position Description

The incumbent will work under the direct supervision and guidance of the Head of Digital Business Solutions Sections (DDD) within the Digital Delivery Division (DD). The incumbent could be requested to do any other tasks of similar level in related fields.

This STDA position is related to projects based out of New Delhi, India, pending confirmation of resources to be based in that location.

The incumbent will:

  • Under guidance, design, develop and implement health digital solutions including managing release and integrations with external systems
  • Evaluate existing information systems through gap analysis, developing viable alternative solutions and estimates by working closely with UNICC customers and other stakeholders to align product designs that enable the achievement of strategic outcomes
  • Oversee project responsibilities, including budget control, requirements management, analysis and guidance of development teams (including local and geographically dispersed teams)
  • Conduct project risk identification and mitigation action planning with Project Managers
  • Collaborate with UNICC customers, focal points, internal departments, vendors and committees during various application delivery activities
  • Provide technical leadership, coordinate and support the development and project teams in implementation and delivery of solutions
  • Mentor and guide application teams on best practices and standards including aligning with ISO900, DevSecOps and ISO20000 processes
  • Contribute to a culture of continuous improvement and team building within the team
  • Preparation of process documents, technical documentation and SoPs

Recruitment Profile

Experience and Skills required:

Essential:

  • At least five (5) years’ relevant professional experience in IT, including significant exposure to:
    o Software development life cycle
    o Software development process improvement.
    o Systems analysis and design
    o Usage of various application development tools and methods
    o Customer experience best practices and techniques
  • Hands‐on experience of designing, transitioning and delivering business applications and products
  • Good experience and sound understanding of IT fundamentals and technologies pertinent to creating business solutions (software development and testing, architecture, applications, databases, integration, infrastructure and networks)
  • Sound knowledge of standard project management methodologies and frameworks such as PRINCE2, SCRUM and / or Agile
  • Deep and well‐rounded skills in areas necessary to carry out the required functions, including:
    o Excellent written and oral communications skills with ability to prepare and present technical documentation, business cases and project proposals and exercise influence without formal authority
    o Good conceptual thinking, analytical and problem‐solving skills
    o Ability to work with a high degree of autonomy, handle changing priorities taking into consideration their related business impact
  • Sound knowledge of estimation techniques, design patterns and awareness of industry trends

Desirable:

  • Experience with Atlassian control tools and build automation tools like Confluence, Jira, Git/Bitbucket, Bamboo, Jenkins
  • Good knowledge of architectures related to MVC, Microservices, REST, SOA, Enterprise data integration and web frontend technologies
  • Good knowledge of SQL, APIs, web development frameworks and tools
  • Ability in automating and orchestrating, scripting, source control tools, CI/CD tools, configuration management tools, and/or infrastructure as code products

Education:

Essential:

  • First university degree in Computer Science, Electrical Engineering, Mathematics, Telecommunications, or related field

Desirable:

  • Relevant industry certifications, including:
    o PRINCE2
    o ITIL
    o Agile
    o TOGAF 9

Languages skills:

  • English: Expert knowledge is required

Eligibility:

In order to be eligible, staff members should:

  • Be already working at G.6, G.7, P.2, P.3
  • Have served in their current fixed-term position for at least two years
  • Hold a continuing or fixed-term appointment which is expected to continue for at least six months after completion of the short-term developmental assignment
  • Have received an overall rating of at least “satisfactory performance” in their last PMDS
  • Obtain their Supervisor’s approval

Selection process:

  • The HR focal point of the receiving office will carry out an initial review of the applications for eligibility
  • The applications will then be reviewed by the supervisor of the receiving office who will make a final selection. In reviewing applications, due consideration will be given to staff’s proven commitment to learning and development, their performance record, as well as to the relevance of the staff exchange for the staff member’s personal and professional development
