Position Description

Purpose of the Position:

The post would be responsible for providing programme management activities to ensure the successful execution and delivery of initiatives within the section’s portfolio.

Objectives of the Programme:

The objective of the Centre is to provide trusted ICT services and digital business solutions to its Clients and Partner Organizations.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Head, Programme Portfolio (DDP) within the Digital Delivery Division (DD). The incumbent could be requested to do any others tasks of similar level in
related fields.

The incumbent will perform the following duties:

  • In collaboration with the Programme Head, DDP, plan, execute and manage a portfolio of products/programmes/projects, which are either internal or external to UNICC, whilst leveraging PRINCE2 and/or Agile methodologies as applicable
  • Adhere to the programme management framework for governance, decision making, dependency and risk management
  • Manage scope and decision process around any changes to expected programme outcomes, delivery commitments, and/or schedule
  • Under guidance and in collaboration with the Programme Head DDP, advise multi-disciplinary and cross-functional teams in programme/project development, implementation, monitoring and assessment
  • Ensure alignment across delivery teams who may represent resources from multiple internal (UNICC, client teams) and external sources (vendors, consultancies, product teams)
  • Identify priorities, problems and issues to be addressed and proposes corrective actions
  • Perform stakeholder management (internal and external, as applicable)
  • Work in close collaboration with Organizational Change Management as/where applicable
  • Ensure upkeep of overall programme budget, resource allocation, actuals, and forecast
  • Provide other ad hoc support either within the team or in other teams as required – this includes the participation in special projects or support to service delivery for short period of time on a part-time or full time basis upon request from the senior management

Recruitment Profile

Experience and Skills required:

Essential: 

  •  A minimum of five (5) years of progressively responsible experience in the provision of IT services including proven experience in project portfolio management and/or programme management, preferably in an international setting
  • Extensive experience in managing multi-cultural teams and projects, using main project management frameworks and best practices, and in working within a project management office
  • Experience in architecting and managing enterprise project portals and associated technologies, business management and development, internal and external client relationship management, proposal and contract management, software and hardware vendor relationship management, WHO procurement process management
  • Experience with architecting, planning, and managing strategically critical data center infrastructure build projects and associated technologies in an open source cloud infrastructure context; management of standard WHO processes for vendor selection for hardware and software solutions
  • Experience with planning, managing, and executing activities among multiple internal and external teams, analysis and resolution of complex interdependencies among multiple disparate digital and analog functions, communication and building consensus among colleagues across functional areas, from programme management peers to executive leadership levels to finance, legal, communications and sales/marketing
  • Proven ability to gather client requirements, design appropriate solutions, prepare proposals, and work under pressure
  • Sound familiarity with IT project and service management standards, frameworks, methodologies and best practices such as ITIL, PMI, PRINCE 2 and strong competency in Agile methodology (SCRUM)

Desirable:

  •  Experience in Agile development life-cycle, with the ability to lead scrum teams
  • Experience in business relationship support
  • Experience with stakeholder management, conflict management, strict deadlines
  • Sound knowledge of JIRA and Confluence

Education*:

Essential:

  •  First university degree in Computer Science, International Relations, Information Systems, Mathematics, Statistics or related field
  • Professional Scrum Product Owner certification or training

Desirable:

  •  Certification in Agile Project Management Framework (either Prince2, PSM 1, PSM 2, or ACP acceptable)
  • Programme Management certification or training
  • ITIL management certifications or training

Languages:

  • English: ​Expert knowledge​ is ​required​
  •  Knowledge of another official UN language is desirable

Annual Salary Estimation (net of tax at single rate):

  • Valencia, (Spain) including post adjustment (34,4% on May 2024): US$ 86,178
