Position Description

Objectives of the Programme:

The objectives of the Centre, as stated by its mandate, are to provide information and communication technology (ICT) services (including training) on an inter-organizational basis.

This position will contribute to providing ICT services for the “support of United Nations peacekeeping and related operations”, as referred to in the letter of 28 February 2013 from the UN Department of Field Support (DFS) to the Ministry of Foreign Affairs and Cooperation (MFA) of Spain concerning the deployment of ICC personnel and equipment to the UN Support Base in Valencia, as well as in the corresponding reply letter of 8 July 2013 from the MFA to DFS.

Main duties and responsibilities:

The incumbent of this position will perform their duties from ICC premises located within the UN Support Base in Valencia. ICC premises include data centre facilities and office space provided to the ICC by the UN Department of Field Support (DFS) as stated in the MOU concluded between the UN, represented by DFS, and the ICC in July 2012.

Duties include:

  • Provide on-going support and maintenance of the ICC’s networking infrastructure
  • Provide on-going support to Customer’s Managed Networking Systems
  • Perform advanced troubleshooting and problem determination when needed
  • Collaborate with other teams on projects and on network optimization related activities
  • Recommend enhancements to the network operations and design where appropriate
  • Contribute to technical documentation by creating and updating procedures and guidelines
  • Participate in task automation, and in applications, and script development activities as they relate to the ICC networking and security environment
  • Participate in the design and in the implementation of new network and security solutions
  • Provide rotational stand-by services during weekends; holidays and outside normal working hours
  • Perform other duties as required

Recruitment Profile

Experience and Skills required:

Essential

  • At least five (5) years of progressive professional experience in IT, including at least three (3) years with hands-on advanced experience in managing Cisco and/or Checkpoint networking and security infrastructure in a large Data Centre environment
  • Strong knowledge of TCP/IP protocol
  • Strong knowledge of networking routing protocols like OSPF, BGP
  • Good knowledge of MPLS routing technique
  • Ability to define and configure firewall security policies on the Checkpoint and/or Cisco ASA firewall platforms
  • Ability to configure and provide support for Cisco routers and switches, with deep knowledge of L2 and L3 technologies
  • Ability to configure and provide support for F5 and/or Citrix NetScaler’s Load Balancers and Application Delivery Controllers
  • Ability to configure and provide support for Juniper SSLVPN gateways
  • Familiarity with network monitoring tools such as HP NNMi and CACTi
  • Familiarity with ITSM or equivalent ticketing and incident management systems
  • Ability to work under pressure and with minimum supervision
  • Excellent interpersonal skills and ability to work effectively in a multicultural team environment

Desirable

  • Experience with Linux and/or Windows Systems Administration
  • Experience with scripting language such as Perl, Python, Unix Shell, or VB
  • Customer support, functional escalation and use of various incident and request tracking software

Education:

Essential

  • Graduation from secondary school supplemented by specialized training in IT
  • Cisco CCNP certification or alternatively, at least six years hands-on Networking experience supporting Cisco equipment

Desirable

  • University degree in Computer Science, Telecommunications, Electrical Engineering or related field
  • Cisco CCDA or CCIE Certifications
  • Checkpoint Firewall related certified training
  • ITIL v3 foundation certification

Languages:

  • Expert knowledge of English is required
  • Good knowledge of French or Spanish is desirable

Eligibility:

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

Compensation:

Annual Salary Estimation (net of tax at single rate): EUR 38,299.
