Purpose of the Position:

The incumbent will support the operations and coordination of the IT Strategic Sourcing, Planning and Control Group of the Information Technology Division of FAO.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the  Chief, Procurement Section (MSP) and in close collaboration with the FAO IT Strategic Sourcing, Planning and Control group. The incumbent could be requested to do any other tasks of similar level in related fields.

Key functions:

  • Participate in the development, implementation and evaluation of assigned programmes/projects, etc.; monitor and analyse programme/project development and implementation
  • Review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions
  • Design relevant policies, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.
  • Provide recommendations including background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Lead outreach activities; conduct training workshops, seminars, etc.; make presentations on assigned topics/activities
  • Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.)

Specific functions:

  • Consult and coordinate with the relevant divisions in FAO to advise management on best practices for IT procurement, contracts, financial and administrative processes, policies and procedures
  • Ensure collective and supportive collaboration and communication by setting a recurring “town hall” type meetings with CSI teams to address teams’ concerns, update on current status, confirm procurement and financial situation and clarify inquiries of individual teams in order to ensure full understanding of the services and outputs of the ITSSPC team
  • Make sure agendas of the “town hall” type meetings are developed on cyclic timeframe by the individual teams themselves to address their needs and build a collective sense of purpose, trust and promote transparency in order to meet CSI strategic financial and procurement plans
  • Provide expert advice on complex Scope of Works and take the lead with CSI counterparts in preparing case submissions to the Headquarter Committee on Contracts, monitor and control the budget of all CSI contracts; manage contracts and vendor performance
  • Lead the exercise to implement improvements in the Division’s work flows for processing administrative actions
  • Coordinate divisional processes to monitor the implementation of the divisional Programme of Work and Budget according to the Organization’s planning schedule, as well as monitoring of budget performance of the Division, including budget allocation and expenditure status, in close collaboration with the Office of Strategy, Planning and Resources Management (OSP)
  • Develop IT procurement plans and coordinates information technology procurement related activities for the Division and in numerous cases globally in FAO in close collaboration, as appropriate, with the relevant FAO Authorized Officials and the Procurement Service (CSDA)
  • Coordinate global network and communication area connectivity expenditures, supervise the implementation of budget transfer to Decentralized Offices, update budget forecasts based on actual spending, provides reports
  • Contribute to internal resources management, working in close collaboration with the Shared Services Center (SSC)
  • Perform other duties as required

Recruitment Profile

Experience and Skills required:

Essential:

  • Minimum seven (7) years of relevant experience in coordinating ICT Contracts and procurement, financial management, programme and projects management areas
  • Extent and relevant knowledge of contract management, programme management, budgeting of IT Systems and Services and Administration processes and procedures
  • Extent and relevant experience in liaising with and advising management on best practices in the programme management areas mentioned above
  • Extent and relevant experience in an international/multicultural organization
  • Good Knowledge of UN Procurement, Administrative and Financial Policies, Rules and related Tools

Desirable:

  • Certification in Project Management (PRINCE2 or equivalent)
  • Certification in Public Procurement (CIPS or equivalent)

*Education:

Essential:

  • Advanced university degree in business administration, international relations, international development, international law or related field

Desirable:

  • Project Management certification such as Prince2, PMP, etc.
  • Lean Six Sigma certification for process improvements

Languages:

  • English: Expert knowledge is required
  • Italian: Intermediate knowledge is desirable
  • Knowledge of another UN language will be an advantage

Compensation:

Annual Salary Estimation (net of tax at single rate):

  • Rome, (Italy) including post adjustment (32,1% on December 2025): US$ 113,641
