Position Description

Purpose of the Position:

The purpose of this position is to deliver Application and Technology solutions for UNICCs Application Delivery Unit managed projects as part of the Clients and projects Section.

The incumbent will be responsible for:

  • Providing dedicated support to organizations as required
  • Implementation of application systems including managing release and integration of new stakeholders
  • Collaborate with customers, focal points, internal departments, vendors and committees during various Application delivery activities
  • Leveraging best practices to ensure projects and engagements are managed in compliance with UNICC processes

Objectives of the Programme:

The objectives of the Centre, as stated by its mandate, are to provide information and communication technology (ICT) services (including training) on an inter-organizational basis.

Main duties and responsibilities:

Within limits of delegated authority, the Information Systems Officer will be responsible for the following duties:

  • Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems
  • Under guidance, develop detailed system and other functional specifications and user documentation for major systems
  • Provide specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues
  • Maintain, upgrade or enhance existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
  • Under guidance, develop and maintain computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues
  • Organize and perform unit and integrated testing, designing and utilizing test bases; assist users in acceptance testing
  • Develop training materials, operating and user manuals; train staff in assigned systems
  • Research, analyze and evaluate new technologies and make recommendations for their deployment
  • Participate in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
  • In collaboration with the team members, handle all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users
  • Provide guidance to, and supervise, new/junior staff, consultants, etc.
  • Provide other ad hoc support either within your team or in other teams as required – this includes the participation in special projects or support to service delivery for short period of time on a part-time or full time basis upon request from the senior management

Recruitment Profile

Experience and Skills required:

Essential:

  • A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area.

Desirable:

  • Deploying software on Azure DevOps and creating automatic delivery and deployment pipelines based on Azure DevOps
  • Full-stack development, with a strong understanding of common front-end technologies (including HTML5, CSS3, JavaScript, jQuery, Angular 2+)
  • Developing RESTful APIs on Microsoft Azure
  • Developing solutions based on the Microsoft .NET framework (C# .NET, .NET Core) and Microsoft SQL Server
  • Working in a SCRUM team, preferably both as a SCRUM Master and a Product Owner and applying the full range of SCRUM practices

Education*:

Essential:

  • A first-level university degree in compute science or related field combination with qualifying experience may be accepted in lieu of the advanced university degree

Desirable:

  • Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field

Languages:

  • English: Expert knowledge is required
  • Spanish: Beginner knowledge is desirable

Compensation:
Annual Salary Estimation (net of tax at single rate):

  • Valencia, (Spain) including post adjustment (25,6% on September 2022): US$ 78,741
