Position Description

Purpose of the Position:

The purpose of this post is to provide Network Engineering expertise coupled with Managerial functions within the Infrastructure Support Unit for the service provision to the UN Department Field Support (DFS) and the UN Department of Peace Keeping Operations (DPKO) field missions.

Objectives of the Programme:

The objectives of the Centre, as stated by its mandate, are to provide information and communication technology (ICT) services (including training) on an inter-organizational basis.

This position will contribute to providing ICT services for the “support of United Nations peacekeeping and related operations”, as referred to in the letter of 28 February 2013 from the UN Department of Field Support (DFS) to the Ministry of Foreign Affairs and Cooperation (MFA) of Spain concerning the deployment of ICC personnel and equipment to the UN Support Base in Valencia, as well as in the corresponding reply letter of 8 July 2013 from the MFA to DFS.

Main duties and responsibilities:

The incumbent of this position will perform their duties from ICC premises located within the UN Support Base in Valencia. ICC premises include data centre facilities and office space provided to the ICC by the UN Department of Field Support (DFS) as stated in the MOU concluded between the UN, represented by DFS, and the ICC in July 2012.

Under the supervision of the Chief, Business Solutions Section, the incumbent is responsible for the following duties:

  • Manager – day to day management of Infrastructure Support Unit consisting of different groups involved in operating and supporting Data Centers, LAN/WAN and Voice infrastructure solutions. Ensure that all staff management processes are adhered to, and regular communication and performance feedback is given to all staff. Motivate, coach, develop different internal technical teams to deliver fast and efficient results, following the existing service management processes
  • Administrator – The incumbent is responsible for overseeing design, final testing and deployment of LAN, DC, WAN Voice solutions as well as all related technical documentation as part of release management process
  • Analyst – Incumbent will be responsible for analyzing the business needs of customers, end-users and all stakeholders while helping identify business problems and propose solutions, in collaboration with relevant client facing sections and division in ICC
  • Planner – Incumbent must be able to analyze team’s and customers overall situation and develop a comprehensive plan that meets overall goals and objectives
  • Other – The incumbent occasionally acts as Officer-In-Charge of the Section, or other unit within the section during the absence of the Chief of Section or Unit head, if nominated. The incumbent also performs other related duties as required

Recruitment Profile

Experience and Skills required:

Essential:

  • Five years of experience in designing, implementing, operating and maintaining large enterprise LAN, Data Center, Voice Networks and/or WAN environments
  • Experience in managing technical team operating large size ICT infrastructure
  • Expert knowledge of DC LAN/WAN solutions, Voice Protocols and related equipment
  • Excellent knowledge of network management tools and practices
  • Excellent knowledge of content networking equipment including content switching, caching and acceleration
  • Excellent knowledge of network security including firewalls, intrusion detection/prevention devices and QoS-level based security mitigation
  • Excellent knowledge of voice and video over IP including voice transport, termination and related Quality of Services
  • Advance knowledge in Data Center Networking technologies such as Virtualization and Consolidation
  • Ability to grasp complex concepts, logical and analytical approach to solving problems
  • Ability to work under pressure and with minimum supervision

 Desirable:

  • Experience working within remote and virtual teams
  • Experience working in UN systems organization Field Offices or missions is a competitive advantage
  • Experience in Information Security Management System and industry standard related best practices (ISO27001)
  • Fair knowledge of service reporting and analytics
  • Good knowledge of Service management (e.g. ISO 20000, ITIL)
  • Good knowledge of Security management
  • Good working knowledge of project management using PRINCE 2 methodology or equivalent

Education:

Essential:

  • Bachelor’s equivalent university degree in in computer or telecommunication, mathematics or related field

 Desirable:

  • PRINCE 2 certifications or equivalent
  • ITIL certifications

Languages:

  • English: Expert knowledge is required
  • Other language: Knowledge of Spanish is desirable

Annual Salary Estimation (net of tax at single rate), including post adjustment (32,6% on August 2021): 79,868 USD$
