Position Description

Purpose of the Position:

The purpose of the position is to provide administrative support to the UNICC office in Valencia. The incumbent will be responsible for delivering high quality administrative and legal support services, to ensure that routine services and activities within these domains are properly implemented.

Objectives of the Programme:

The objective of the Centre is to provide trusted ICT services and digital business solutions to its Clients and Partner Organizations.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Administrative Assistant Lead within the Management and Strategy Division (MS) and in close collaboration with its Administration and Policy (Legal) teams. The incumbent could be requested to do any other tasks of similar level in related fields.

UNICC Valencia Administration

  • Provide administrative support to UNICC Valencia staff and consultants, including:
    o Coordinating onboarding and offboarding of personnel
    o Monitoring requests for tools and accesses
    o Processing UN grounds passes
    o Providing induction training on UNICC administrative procedures
    o Preparing Overtime and Night Differential for UNICC Staff
  • Assist UNICC Valencia staff on the organization of duty travels in line with existing policies and serve as a back-up for other duty stations
  • Conduct management of UNICC Valencia office shared mailboxes, dispatching/answering emails
  • Respond to enquiries from staff and consultants regarding administrative policies and procedures, processes and practices, etc., and direct the enquiries to the appropriate staff/unit, if necessary
  • Provide support to UNICC staff on MOFA requests interact with UNICTF-V Liaison Office for submission and follow up of requests, tracking of open topics, review and submission of documentation, provide information to
    UNICC staff about entitlements and respond to enquiries of this nature
  • Manage and maintain the internal office space allocation, participate in the periodic review, interact with UNICTF V Support Office for office space requirements and issues
  • Assist in the organization of events, workshops and conferences for the office; room bookings and tracking of costs, when incurred
  • Collaborate with other administrative staff on shared initiatives, and contribute to streamlining administrative procedures and documents across UNICC
  • Provide administrative assistance and support to UNICC staff who are on duty travel in Valencia, as well as to external visitors
  • Update the UNICC Staffnet intranet site with approved documents and announcements as required by the Organization. Assist in developing relevant materials and activities, production of documents related to the
    Valencia Office matters (i.e. brochures, presentations, multimedia, and newsletters)

Legal (Policy) support:

  • Support the research, review, analysis, adaptation, interpretation and drafting of legal briefs, memoranda, clauses, contracts, and any other legal documentation required by the Policy (Legal) Unit (MSL) in line with UNICC’s legal, institutional and contractual framework and Mandate
  • Aid in processing and responding to correspondence, queries and legal requests from internal stakeholders
  • Support the MSL team in any other legal matters, as required

Other:

  • Provide other ad hoc support either within the team or in other teams as required – this includes the participation in special projects or support to service delivery for short period of time on a part-time or full-time basis
    upon request from the senior management

Recruitment Profile

Experience and Skills required:

Essential:

  • A minimum of five (5) years of administrative experience, including direct work experience performing administrative functions and providing administrative/substantive support and personal assistance to senior management in an international environment. A completed university degree from an accredited institution will be counted towards minimum work experience requirements
  • Good knowledge of MS Office applications (Excel, Word, Outlook, PowerPoint, Visio, etc.); familiarity with database management, collaboration tools; and office technology equipment
  • Ability to work under pressure with tight deadlines
  • Understanding of and ability to apply basic legal concepts, or prior experience working in a paralegal capacity

Desirable:

  • Working experience within the UN system of organizations
  • Specific knowledge of the World Health Organization (WHO) or the United Nations (UN) environment
  • Familiarity with UNICC’s legal, institutional and contractual framework and Mandate

Education:

Essential:

  • Completion of secondary education or equivalent
  • Basic formal training on legal concepts

Languages:

  • English: Expert knowledge is required
  • Knowledge of the local language of the Duty Station will be an advantage

Eligibility:

This vacancy is open to UNICC staff only.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

Compensation:

Annual Salary Estimation (net of tax at single rate):

  • Valencia, Spain: EUR 44,068
