Purpose of the Position:

The purpose of this position is to:

  • Provide technical leadership and oversight of implementation and deployment planning, system integration, ongoing data validation processes, quality assurance, delivery and sustainability of technical solutions including tracking and managing KPI’s and metrics
  • Build, implement, and support best practices to ensure Application Development processes are managed in compliance with UNICC processes following an Agile mindset

Objectives of the Programme:

The objectives of the Centre, as stated by its mandate, are to provide information and communication technology (ICT) services (including training) on an inter-organizational basis.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Head, Application Delivery Unit within the Clients and Projects Division and in close collaboration with the with all relevant stakeholders in other divisions of UNICC and other UN system agencies, as required. The incumbent could be requested to do any other tasks of similar level in related fields.

The IT Application Development Officer (Engagement and Efficiency) will work in collaboration with the various Application Development teams and will be responsible for:

  • Provide technical leadership and oversight of implementation and deployment planning, system integration, ongoing data validation processes, quality assurance, delivery and sustainability of technical solutions including tracking and managing KPI’s and metrics
  • Coordinate and supervise the daily work of assigned team(s), including setting up of work plans, monitoring progress, providing regular feedback, technical guidance and support; Nurture a motivating work environment including development plans for the team
  • Development of operational practices and systems to ensure frequent delivery of software to agreed and optimal standards, including platform engineering
  • Propose and maintain support strategies, operational standard procedures, and continuous integration and continuous delivery strategies, applying
  • best practice methodologies and industry recognised systems, processes and standards to meet defined business needs
  • Coordinate the development of standards and processes for SDLC that proactively prevent problems from occurring

Other:

  • Ensure compliance with Project Management Office (PMO) delivery and risk mitigation standards
  • Exercises broadly delegated authority for planning, directing, coordinating, administering, and executing both routine and complex elements of technical operations
  • Provide other ad hoc support either within the team or in other teams as required to support the Secure Application Lifecycle management process
  • Provide other ad hoc support either within your team or in other teams as required – this includes the participation in special projects or support to service delivery for short period of time on a part-time or full-time basis upon request from the senior management

Recruitment Profile

Experience and Skills required:

Essential:

  • At least five (5) years of relevant IT experience in application development, including experience working with global organizations and/or multinational companies Experience with Secure Software development Lifecycle frameworks and methodologies
  • Solid understanding of Application architectures: IAAS, PaaS, SaaS and Cloud design patterns
  • Knowledge and understanding of the ITIL best practice framework
  • Knowledge of DevSecOps process, Security, Testing and Quality Assurance process or Service Management
  • Experience in supervising, mentoring and coordinating the work of junior personnel and remote teams
  • Good knowledge and sound understanding of IT fundamentals and technologies pertinent to creating business solutions (software development, architecture, applications, databases, integration, infrastructure and networks)

Desirable:

  • Good knowledge of standard project management methodologies and frameworks such as PRINCE2, SCRUM and / or Agile Strong analytical skills with ability to gather requirements and develop management frameworks and templates

Education*:

Essential:

  • First level university degree in Information technology or related field

Desirable:

  • Prince2 certification

Languages:

  • English: Expert knowledge is required
  • Other language: Intermediate knowledge of either Spanish, or French or Italian is desirable

Compensation:

Annual Salary Estimation (net of tax at single rate): 

  • Brindisi, (Italy), including post adjustment (16,3% on September 2022): US$ 72,910.
  • Geneva, (Switzerland), including post adjustment (73,9% on September 2022): US$ 109,021.
  • Rome, (Italy), including post adjustment (21,8% on September 2022): US$ 76,358.
  • New York, (USA), including post adjustment (73,8% on September 2022): US$ 108,958.
  • Valencia, (Spain), including post adjustment (25,6% on September 2022): US$ 78,741.
