Purpose of the Position:

The key objective of this position is to lead the translation of organisational strategies into overall talent management strategies and drive implementation of these. This starts with understanding the organization’s business and context, its goals and priorities and where the organization is thriving to excel. Ultimately, the head of talent is concerned with attracting and retaining top talent and diverse candidates across all levels of the organisation to support the organization’s Mandate.

Objectives of the Programme:

The objectives of the Centre, as stated by its mandate, are to provide information and communication technology (ICT) services (including training) on an inter-organizational basis.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Chief, Human Resources Section, oversight of the Chief of Staff and in close collaboration with other Division Chiefs. The incumbent could be requested to do any others tasks of similar level in related fields.

Organizational design, workforce planning and change management:

  • Drive the continuous development of a workplace that reflect UN values. An inclusive workplace where everyone feels seen, heard, valued, empowered to succeed and contribute to UNICC’s Mission
  • Coordinate position management, organizational design and strategic workforce planning in line with UNICC mandate
  • Coordinate job reviews, promote awareness, and understanding and support dynamic evolution of organizational changes and effective posts management

Staffing, mobility and outreach:

  • Develop and implement UNICC talent strategy to attract and retain talents
  • Develop a sourcing strategy including using different sourcing channels to fill roles, using social media to promote UNICC brand and job opportunities, liasing with universities, etc.
  • Actively engage in talent sourcing activities and drive achievement of global talent KPIs
  • Promote internal mobility and coordinate initiatives aimed at building diverse technical, administrative and managerial capabilities across UNICC

Learning, Staff development and career management:

  • Define, implement and continuously improve best practice onboarding processes (virtual and in person)
  • Identify organization-wide staff development needs to support organizational effectiveness, a culture of change management, inclusive leadership and individual development
  • Create talent pools including talent development interventions and succession and contingency framework
  • Coordinate the development of new methodologies and approaches to encourage learning and knowledge sharing and to support career development and performance management at UNICC
  • Implement staff development activities, including training, workshops, coaching, and staff individual learning
  • Coordinate development of bespoke e-learning products, ensuring that quality, interactivity and instructional design elements are aligned with best practices in the field of technology enhanced learning

Management:

  • Plan and oversee the management of activities undertaken by the Unit; coordinate diverse projects in the Unit
  • Manage, guide, develop and coach the Unit team members. Further develop the talent management team
  • Design effective modern and agile processes in compliance with HR rules
  • Select best in class digital solutions to help UNICC deliver its Talent strategy

Other: Provide other ad hoc support either within your team or in other teams as required – this includes the participation in special projects or support to service delivery for short period of time on a part-time or full time basis upon request from the senior management.

Recruitment Profile

Experience and Skills required:

Essential:

  • Seven years of professional experience in human resources management, of which at least three years at the international level
  • Demonstrated experience in the field of selection, learning and capability development
  • Leading edge knowledge and skills talent, people performance and capacity building
  • Strong track record in organizational development interventions and change management
  • Proven ability to lead projects from inception to successful conclusions
  • Experience in HR Information systems and tools, e.g. ERP asset
  • Experience in multilateral sector or international public system

Education:

Essential:

  • Advanced university degree in human resources management or other related field

 Desirable:

  • Advanced university degree in adult learning, instructional design, learning design and technology is an advantage

Languages:

  • English: Expert knowledge is required
  • Spanish: Intermediate knowledge is desirable

Other Information

Compensation:

Annual Salary Estimation (net of tax at single rate), including post adjustment (29,6% on November 2021): US$ 94,137.

UNICC also offers generous leave and absence allowances, flexible working hours, overtime compensation, teleworking, access to training, and depending on eligibility other benefits such as relocation grant, dependency allowance, language allowance, or education grant.
