Purpose of the Position:

The purpose of this post is to contribute to finance activities related to accounts receivable (such as issuing customer invoices and reviewing customers’ statements of accounts); accounts payable (such as processing of suppliers’ invoices); administration of imprest account in UNICC office in Valencia, Spain; and other finance-related activities.

Objectives of the Programme:

The objectives of the Centre, as stated by its mandate, are to provide information and communication technology (ICT) services (including training) on an inter-organizational basis.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Chief, Finance and Procurement Section within the Corporate Servcies Division and in close collaboration with the Finance team.

Finance Activities (90%)

Accounts Receivable

  • Prepare and issue UNICC invoices to UNICC clients
  • Generate UNICC Customers’ Statements of Accounts (SOAs) and review them to follow up payments
  • Respond to UNICC customers queries on UNICC invoices as well as Host Organization’s queries on receipt of payment

Accounts Payable

  • Examine and process suppliers’ bills for the supply of goods, equipment, software and services; check the accuracy and completeness of supporting documents; verify billed amounts against purchase orders, contracts and other supporting documents; prepare relevant payment vouchers (if required)
  • Respond to suppliers queries on payment of their invoices

Imprest Administration

  • Administer the imprest accounting in UNICC office in Valencia
  • Act as petty cash custodian for the imprest account in Valencia

Other Finance-related activities

  • Assist in the preparation of comparative financial table for for formal Request for Offers (RFOs)
  • Assist in the activities related to VAT claim (when required)
  • Assist in monitoring and maintaining the relevant filing systems for all financial records ensuring the completeness and accuracy of records in the correct database
  • Provide finance guidance and training to and monitor the work of new/junior staff as needed to ensure the smooth, uninterrupted implementation of the financial transactions
  • Brief and assist newly arrived staff, experts and consultants on basic finance procedures and requirements

Others (10%)

  • Act as back up of the other finance staff during their absence
  • Provide recommendations for improvement of processes and automation activities
  • Participate in projects related to improvement of systems related to performance of work
  • Perform other tasks within the Finance and Procurement Section (when required)
  • Provide other ad hoc support either within your team or in other teams as required – this includes the participation in special projects or support to service delivery for short period of time on a part-time or full time basis upon request from the senior management

Recruitment Profile

Experience and skills required: 

Essential:

  • At least 5 years relevant experience in accounting or finance
  • Good computer skills. Proficient in Microsoft Office (Excel, Word, Access and Outlook)
  • Good interpersonal skills with people of different national and cultural backgrounds
  • Good writing and communication skills
  • Working knowledge of ERP Systems such as Oracle or Dynamics

 Desirable:

  • Previous experience in International Organization is highly desirable
  • Knowledge of financial rules and regulations of International Organizations

Education:

Essential:

  • Completion of secondary commercial school with background in accounting, finance or related field

Desirable:

  • Completion of Training in International Public Sector Accounting Standards (IPSAS)

Languages:

  • English: Expert knowledge is required
  • Spanish: Beginner knowledge is required
  • Other language: French: Beginner knowledge is required

Other Information

Eligibility:

This vacancy is open to UNICC staff only.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

Compensation:

Annual Salary Estimation (net of tax at single rate): EUR 38,414.
